The Department has linked with Pobal to prepare information and resources on 'Reopening' for the Community and Voluntary Sector. They have prepared a detailed WEBPAGE providing an overview of the available guidance and resources on how to re-open safely, based on the current recommendations of the Government, the Health & Safety Authority (HSA), the Health Service Executive (HSE) and other representative bodies.

Community Enhancement Programme (2 strands now available)
1. Wicklow Local Community Development Committee (LCDC) invites applications from community and voluntary groups and not-for-profit organisations for small scale capital projects that will enhance community facilities for individuals and communities that are impacted by disadvantage Applications for funding can now be made under this Programme to the LCDC by 5.00 p.m. on Friday 18th September 2020. 2. Wicklow Local Community Development Committee (LCDC) invites applications from community and voluntary groups and not-for-profit organisations for small scale capital projects that will enhance community facilities i.e community centres & halls. Capital expenditure on adaptations or equipment needed as a result of COVID-19 may be eligible, depending on the work being completed. Applications for funding can now be made under this Programme to the LCDC by 5.00 p.m. on Thursday 15th October 2020. Application form HERE

RTE does Comic Relief Fund
The 6 million fund raised through RTÉ does Comic Relief is now open for applicaitons. The Fund will focus on the recovery and rebuilding of Ireland. The fund will focus on supporting non-profit organisations that provide key services and supports to vulnerable individuals who have been affected by Covid-19 across the whole of the Republic of Ireland.
Funding is being made available under two strands:
The fund is open for applicaitons until 4.30pm on the 30th September 2020.

The Ireland Funds COVID-19 Response Fund

The Ireland Funds COVID-19 Response Fund is supporting charities in the following priority areas at this challenging time:

Town and Village Renewal Scheme.
This funding scheme supports economic and social development projects in towns and villages with a population of less than 10,000. In 2020 the Scheme also included An Accelerated Measure to help address the short term challenges of social and economic recovery following the COVID-19 emergency. While the Scheme is open the closing date for Expressions of Interest has passed and it is fully booked. Contact Wicklow County Coucil if you want to discuss longer term plans for your town/village
Restart Grant Plus
Rate-paying Sports Clubs, such as GAA Clubs, Rugby Clubs and Golf Clubs that have commercial activities (for example, bar/restaurant) and Charity Shops with a trading income, and operating from rateable premises can apply for this grant scheme.

Please note: Businesses that have been approved for a grant under the Original Restart Scheme can apply again for a 2nd grant by submitting a separate Declaration Form which will be made available shortly by Wicklow County Council by email to the relevant businesses.
COVID 19 Club Small Grant Scheme Guidelines
The COVID-19 club small grant scheme is part of a programme from the Government of Ireland, implemented through Sport Ireland and its network of Local Sports Partnerships to support the sports sector during the COVID-19 pandemic. This scheme is designed to support clubs, which do not have the finances to implement COVID-19 related hygiene and social distancing protocols. This grant can cover costs associated with the reopening of sports clubs. As the total fund available is limited, clubs which already have the finances to implement COVID-19 protocols should not apply.

National Action Plan
On 16th March the the Cabinet Committee on COVID-19 approved a National Action Plan. The plan was prepared following involvements from all departments and key agencies.
COVID-19 Government Action Plan to Support the Community Response
On the 20th March the Government launched an Action Plan, which sets out three key areas of initial focus in supporting a community response:
* Encourage and facilitate volunteering
*Provide community supports for older people
*Establish a help-desk for local community groups.

Health Communications Stakeholder Support
As part of the national response to Covid-19, the Department of Health, the Department of Rural and Community Development and the HSE are working closely to support stakeholders and community groups. These government departments have developed Partner Packs which provide: Audio & Visual Resources, Posters (including different languages), Leaflets, Guides, Social Media material and Guidance & Resources for Groups working with People with Disabilities.
